This was the VP (hiring manager's boss). I gave some examples of what my initial goals would be, and how I would achieve them. He didn't seem satisfied, and wanted more specifics. I added more specific info. He still wasn't satisfied, so I brought in a detailed business plan to the in-person interview. He reviewed it, but still wanted specifics. Very strange.
