Very-2 Poor situation of dev department

I have been working in here for few years and seeing that development department situation is going down day by day and reaching near to hell. All good engineers have left the organisation till now, I would say they were forced to leave the organisation because of the bad attitude of people management of India dev head and his dev managers. Dev leads are enjoying a lot. They are allowed to work from home anytime no question asked policy and if team members are trying to take work from home they are asked lots of questions. Team members are not allowed to take leaves, forced to get the work done from backup members who are alien to project and their output is almost zero. Now team members are blamed for the problem caused. Dev leads primary responsibilities are below. 1. Prepare monthly report. Which is not discussed with team members and if discussed then lead cannot justify it. 2. Reimbursement of party expenses. Which is always paid by team members. Lead never takes ownership of this. 3. Pathetic 1-1 where lead just bring out his frustration and team members also bring out their frustration. After all no resolution and both are unsatisfied. 4. Attending the client meetings. BTW clients are so frustrated with lead that they don't care of lead what they are saying and doing. They just blast on lead and now managers and leads got new work for weeks to calm down client. 5. Quarterly rating. Leads spent huge amount of time to calculate this and finally when told to team members which leaves everyone frustrated because no one know how it is calculated and lead doesn't know how to transfer it to team members. Leads technical knowledge is so poor. They cannot guide any team members on technical issues which is leading to the frustration among the team members. If you are not technical you cannot be a dev team lead. People becomes the lead because of the seniority and good connection with managers. Person who are very-2 good in backbite are fully eligible to become dev lead. Because manager knows only way to manage the team is backbite. Lead bring small-2 points to manager make them worry all the time about the team and to win her trust and manager have so poor attitude they just follow what lead is saying. I would saying people on higher position are just pretending that they are doing what they are supposed to do. No one want to dare to change the situation. This is kind of deadlock situation and cannot be improved. Good engineers, unfortunately very few, are just waiting for their service agreement to complete and will leave soon.
